Eliseev and Kozlov (head of the Rosselkhoznadzor department), as part of their work, stopped illegal mining at the Drakinsky quarry, then controlled by the “pencils”, after which Eliseev’s bathhouse burned down, and soon the same fate befell Kozlov’s residential building in the village of Stanki.

Four years passed, during which no signals were received from the bandits. But then July 19, 2013 came.

The head of Serpukhov Subsoil, as usual, spent Friday evening with his family. It was about half past eleven when three masked men armed with knives, Makarov and Groza pistols burst into the house (the names of the attackers would later become known - Zherelin, Kalinin and Lukin). The subsequent torment lasted about an hour and a half.

“They opened the door on the first floor and went up to the second. Everyone was already asleep - two small children, 3 and 5 years old, and a wife,” Sergei Vasilyevich recalls the events of that terrible night. “They started beating me, I lost consciousness.” I woke up in handcuffs about half an hour later in another room, where the trio was terrorizing my wife at that moment. They put a gun to her head and demanded money. They said that if they didn’t get anything, they would start waking up the children. I said that I had about 300 thousand rubles, here they are, but they demanded more, they hit me on the head, they knocked out my kidneys. I was in the hospital for three months.

- How did you escape? - Eliseev asks again. “Before attacking us, the bandits tied up and beat two workers who lived in the guest house. The thugs waited until my family was asleep and entered. At that moment, one worker freed himself and ran out into the street and turned to the neighbors. They started calling me on my mobile. This alerted the attackers; they saw that one worker had escaped and immediately left the house.

...When Eliseev was taken to the hospital, the doctors, who had seen different things, were horrified. The patient's head was twice the size of a normal one. Hematomas are the size of a fist. Trauma is like something out of Tarantino’s most thermonuclear films. Just a few more severe blows and you’ll dig your grave. Fortunately, the director of the municipal enterprise managed to leave.The deputy head of the Chekhov district, Vladimir Fedosov, was much less fortunate. On September 12, 2012, criminals broke into his house in the village of Solnyshkovo.

“That evening Volodya called someone, and I was minding my own business. At about ten o'clock in the evening, our dog began to move his nose, and my husband went outside. I also took a few steps towards the exit, and then one of the killers flies in. They hit me in the face so hard that even the silver earrings fell out of my ears. They tied him up with tape, and then laid the bloodied Volodya next to him. They demanded to indicate where the cache with the money was, recalled Fedosov’s widow Olga.

The interrogation with torture lasted almost two hours: Olga’s two ribs were broken, and the head of the family lost consciousness from a strong blow. One of the tormentors tried to give him artificial respiration, but it was too late - the man died. Then the raiders turned their attention to the owner: suffering from pain, she wheezed that the money was buried in the garden.

This is how the famous “pencil” gang operates in Serpukhov. Many believed that after the death of the gang leader Alexander Kondrashov at the beginning of the 2000s, the group ceased to exist, but no - the successors took the reins of power into their own hands, and now the criminal team is led by a certain Andrei Alekseev (criminal nickname “Lesha”). According to reviews, he is a rather hot-tempered and unrestrained person.

“Pencils” are still alive today. They are still the central criminal group in Serpukhov and not only - according to some information, these guys have influence over the entire southern Moscow region, from Pushchin to Vnukovo. Next, we will describe in detail the scheme of their actions in the Serpukhov region, specifically related to the development of a sand quarry in Tsimlyanka.

The “pencil” gang is responsible for many more robberies against entrepreneurs: July 9, 2013 – against D.V. Kulakova, July 17, 2013 - on V.B. Palenchuk, August 11 and 22, 2013 - at M.Z. Bui, beating September 30, 2013 D.A. Berdnikov, and also on October 21, 2013, a raid on two Serbian citizens Nikola and Njegosh Buganin. All this time, the bandits used pistols, knives and baseball bats.

Stories of torture and extortion turned out to be so resonant that turning a blind eye to them was completely unacceptable. The police arrested the suspects and opened criminal cases under Art. 209 of the Criminal Code of the Russian Federation (banditry). The first court hearing will take place in the coming weeks. Eight gang members will be in the dock: Alexander Zherelin, Igor Kalinin, Sergei Lukin, Andrey Nekhaev, Ivan Fedorov, Maxim Maximov, Alexander Budnik and Vasily Romanov. The "pencils" have an affiliated structure - private security company "Jupiter", until recently they and the headquarters of the "pencils" were located in the same building. Recently, the special services discovered a mass of weapons (a Makarov pistol, two traumatic pistols, an air pistol with a silencer, an IZH, Travmat and Groza pistols converted to fire live ammunition) that once belonged to this security company. All the barrels were supposed to be disposed of by the permitting system staff, but this did not happen. “Guns” went to the side (buyers were driven, among other things, by “Jupiter”). Obviously, there was some collusion here. A criminal case has been opened for illegal storage and circulation of weapons.

This group is often compared to the Kuban “tsapki” and “tsapovyaz”; last year this group received serious financial support in the form of a sand quarry, the development license for which was issued by the Ministry of Ecology near Moscow. Journalists found out how this became possible and who exactly is responsible.

How does the sand business fall into the hands of organized crime groups?

So, about the supposedly deceased “pencils”, who did not even think about stopping their activities, moreover, all this time they were only developing their business. In recent years, the sand mining business has moved into the hands of organized crime groups (OCGs), and the “Karandashov gang” has created a monopoly by starting a quarry in the Tsimlyanka area, selling sand, and keeping prices high. And in this they are protected by high officials in the Moscow region government.

Let's talk about this moment in more detail. As is known, to begin the development of any sand quarry, an explored deposit must be registered with the state and a license from the regional Ministry of Ecology, which has become a tool that allows officials to screen out entrepreneurs and give preferences to organized crime groups.

Thus, for several years, a potential competitor to the pencils, the Capital Plus company, which has a registered deposit, has been unsuccessfully trying to obtain a license. The volume of sand explored here is 12 million cubic meters. But businessmen do not have the opportunity to “buy back” the document at the “tariff” established by officials of $1 per 1 cubic meter. Not everyone is ready to give $12 million (about 100 million rubles) in black cash to an incomprehensible guy. Yes, and it's illegal. At the same time, literally a kilometer from the Capital Plus site, sand is being actively mined by the licensed company Marzhana, owned by the leader of the pencils, Lyosha. They are digging sand here, despite the fact that the deposit has not been explored, is not registered with the state and is located near a railway line, which, by the way, was built on quicksand. So if in a year and a half, trains traveling in the direction of Tula, Kursk, Orel or Belgorod are derailed due to a landslide, the blame should be sought in the “green” ministry near Moscow.

Pencil quarry - 1,000,000 cubic meters. But officials of the Ministry of Ecology do not notice hundreds of trucks leaving this and similar quarries on false invoices. Why? Yes, because the “generals of the sand pits” pay the so-called. “monthly subscription” to officials for deaf-blindness.You don’t even have to ask how the “pencils” received a mining license. The regional Ministry of Ecology has developed very close relations with this organized crime group. The department of Alexander Kogan openly says that no one should receive licenses in the Serpukhov region. According to eyewitnesses, Deputy Minister Alexey Vyurkov, for example, stated this publicly, right at meetings, citing the desire to maintain prices for Marzhany goods. But this taboo does not apply to those who can be taken advantage of. For example, “Lesha” gets a direct call from Krasnogorsk. The highest ranks, demanding physical influence on inconvenient people. When this is not possible, calls are received from Kogan’s circle with requests. Last year, “Lyosha” was asked to write a complaint against the head of the Serpukhov district, Alexander Shestun. But the situation is paradoxical: employees of the regional ministry are asking the leader of the organized crime group to conduct a showdown, including with the head of the municipality!In fact, regional officials who sell all kinds of permits to bandits to do business are feeding organized crime. It is beneficial for the former to have a stable source of money (after all, the same careers are constantly required to be expanded, and therefore to “buy” new licenses), plus Minister Kogan, as far as we know, intends to return to the State Duma this year, and this requires money, which the “teams “They pay regularly. And organized crime groups, in turn, receive a monopoly right to trade, charging huge prices for their product.

Before our eyes, criminal and government structures are merging. All conditions have been created for their symbiosis in the Moscow region.

Sand is a specific product; it is not profitable to transport it from afar. It is more efficient to buy it near the construction site. Thus, almost all road workers and manufacturers of building materials in the south of the Moscow region are forced to pay the “karandashovskaya” “Marzhana”.

The bandit is getting fat, the business is winding down

Today, gang members who risk going to jail have lawyers. And not just one, but 3-5 per person! The pleasure is not cheap, and the expenses for protecting the members of the “brigade”, including those involved in the raids listed above, come, as you might guess, from the sand sold. Thanks to Kogan, it gives organized crime groups the opportunity to earn money and escape punishment.

Meanwhile, investors who intended to build a dry mixture plant near Serpukhov cannot begin work on import substitution. Businessmen who do not want to talk about any bribe for a license are forced to pay taxes on idle land. And the Ministry of Ecology refuses to take this deposit into account. And without such a decision, nothing can be built on this site. They put a spoke in the wheels of entrepreneurs and send unsubscribes. Sometimes falsified.

For example, Capital Plus was once again denied a license on the grounds that the potential sand quarry is located... on the city beach and is located in the 500-meter sanitary protection zone of the Serpukhov wastewater treatment plant. It is unlikely that the Ministry of Ecology does not know that the resting place lies beyond the neighboring Nara River, and the “exclusion zone” of the treatment plant does not exceed hundreds of meters. One can, of course, refer to the incompetence of officials; after all, Kogan was not at all associated with ecology before he came to this post. He was born in Orsk, where he assembled televisions, then became an Orenburg deputy, moved to Moscow, worked in the State Duma as deputy chairman of the budget committee, then dealt with defrauded shareholders, headed the Moscow State Housing Inspectorate and suddenly became... the Minister of Ecology.

Is there no garbage mafia in the Moscow region?

After the appointment of Alexander Kogan, the situation with solving problems in the ecosphere worsened sharply. Take, for example, the Moscow region municipal solid waste (MSW) landfills and sludge storage facilities, which have the highest hazard class. The regional authorities constantly say that they will close landfills and start building waste incineration plants, but things do not go beyond words. Yes, they closed those small testing sites that were already overcrowded. But the “monsters” have not gone away - the largest Timokhov landfill in Europe (has a perpetual license!) in the Noginsk region, the Marfino-Dyakovsky quarry near Dmitrov, “Kuchno” in Balashikha, and also “Torbeevo”, “Pavlovsky”, “Aleksinsky”, "Syanovo", "Kulakovsky". All of them and dozens of others, smaller ones, work, annually accepting up to a million tons of garbage from all over the Moscow region and, of course, from Moscow.

The landfill territories have spread out and are comparable in area to other metropolitan areas, and the mountains of garbage here reach the height of ten-story buildings! The fact that landfills are “swelling” before our eyes and their licenses are running out is not a problem. Licenses are renewed. According to some estimates, sand pits and solid waste landfills are one of the most bribe-intensive areas, the income from which is comparable to the annual budget of the Ivanovo region.Almost all solid waste landfills are now controlled by organized crime groups and ethnic groups. Landfills work “in the dark”. The situation is reminiscent of the famous “gambling case,” when underground casinos operated openly in front of millions, “protected” by prosecutors, and the police could not do anything about it. It’s the same here: solid waste landfills do not show even 5% of the volume of stored waste, while they receive payment for each cubic meter. Accordingly, taxes are paid several times less than required. Everyone understands this, but they can’t do anything... “roof”.

And it’s not difficult to verify the truth. Any surveyor can measure the landfill body during the working day. It is enough to compare the resulting volume with what appears in the papers, and everything will fall into place. For example, as a result of an audit of the closed Pavlovka landfill near the city of Protvino, it turned out that according to the documents it was 1% full. One!

Minister Kogan failed the job. The environmental situation in the Moscow region is now closer than ever to catastrophe. This is obvious to everyone except Governor Andrei Vorobyov, who, answering the question whether there is a “garbage mafia” in the region, says that “this is more of a myth...”.

Myth? And try to get involved in this business, the shadow turnover of which, according to experts, is about $2.5 billion annually! This is comparable to the annual budget income of the Tula, Kaluga, Tver, Smolensk and Vladimir regions combined.

Reclamation? Did not hear!

By the way, the situation is exactly the same with sand and gravel quarries. Only about 10% of the volume of extracted minerals passes through the papers. An example is an expanded clay quarry near Kalinovskie Vyselki. Over the years of operation, several million cubic meters of clay, limestone, sand and gravel have been mined there. According to documents, it is tens of times less. The same with the quarries in the village of Drakino and others... This scheme allows you to hide fantastic money from taxation. Where do these funds end up? In the owners' pockets! We know who the owners are. What do they spend their “earned money” on without any problems? Including the “purchase” of more and more licenses from officials...

And another 90% of landfills in the Moscow region do not meet environmental requirements related to waste sorting, processing and reclamation. Take a ride through closed solid waste landfills near Moscow. The owners did not even think of carrying out their reclamation. Old garbage there is constantly burning, scattering throughout the surrounding area, and the soil is saturated with poisons.

At the same time, the Ministry of Ecology, instead of control, collects money from landfills... To a certain Fund created under the department. Where do the funds received go? Question for law enforcement agencies.

We drained and we will drain!

For some reason they don’t notice the Ministry of Ecology and the deplorable situation with wastewater treatment plants. After all, many of them, especially rural ones, do not filter wastewater at all. Dirty slurry often simply flows into small rivers (from the village of Turovo to Lopasnya) or ends up on the ground (in Fenin, Syanov). And there are a lot of questions for city services. For example, analyzes of water flowing from the Serpukhov treatment plant into Nara exceed the maximum permissible concentration for various indicators by tens and even hundreds of times! Today this object is perhaps the main polluter of the Oka.

What about the sludge formed during wastewater treatment? There is nowhere to put them. Many goldsmiths do not have export contracts. What to do? At one time, a “way out” was found in Serpukhov. For several years, foul-smelling dust, under the guise of humus, was taken to lawns and flower beds. But processed feces contain salts of heavy metals of the first hazard class. During dry weather, they rise into the air along with dust, and people breathe it. Why be surprised that Serpukhov is now ahead of other cities in terms of cancer rates?

The icing on the cake appeared only in the evening, along with the diffusion of rumors about Kogan’s resignation and the complete replacement of environmental management in a particular Moscow region, and then this phrase became a meme. In the meantime, the revolution is not over, but a disco break has been announced.

According to the telegram channel “Green Serpent”, Dmitry Kurakin will be appointed Deputy Prime Minister - Minister of Ecology
and environmental management of the Moscow region. This will be a combination of the positions of two retirees - deputy chairman of the regional government for ecology Alexander Chuprakov (whose departure, but only from the environmental sphere, was confirmed before the elections) and the Minister of Ecology and Natural Resources Alexander Kogan (whose resignation was in question).

Previously, Dmitry worked as director of the property relations department of the Russian Ministry of Defense (under Minister Shoigu), deputy chairman of the government of the Moscow region (under Governor Shoigu), and chairman of the property management committee of St. Petersburg (under Governor Matvienko).

Appointing Kurakin as Minister of Environment, strengthening his status with the position of Deputy Chairman of the Government, is an extremely correct decision by Governor Andrei Vorobyov.

The long-suffering nature of the Moscow region will have a chance to get rid of the chaos into which Chuprakov and Kogan plunged it, says the Green Serpent telegram channel.

“Ecology and environmental management” would never even occur to anyone. Meanwhile, this particular ministry is now actually one of the key ones in the region. Without its sanction, development permits cannot be issued; it regulates environmental zones, including transferring lands from the status of a reserve; in general, it has extensive rights and zero liability. Exactly like the fostered Ministry of Emergency Situations with its greedy and incompetent fire inspectors (here, by the way, it is appropriate to remember that the governor of the Moscow region is the successor and protégé of Sergei Kuzhugetovich). It is Kogan’s ministry that conducts state environmental assessments for small and even large federal projects, all construction sites and quarries, landfills and waste incineration plants. And with enviable regularity he issues positive conclusions for a group of favorite entrepreneurs. The explanation for this phenomenon has long been circulating in the chats of environmental activists: they joke that Alexander Kogan takes nature management literally - and uses it, uses it...

Basically a businessman

The future Minister of Ecology and Natural Resources Management of the Moscow Region, Alexander Kogan, as befits an official from the Moscow region, was born far from the place where he applied his forces - in Orsk, Orenburg Region. On February 26, 2019, he will celebrate his 50th anniversary.

The roots of the success of many officials stem from a fortunate family. Little is known about Kogan’s parents: his parents Boris Zinovievich and Albina Pavlovna met during the war in an orphanage; It is unclear what positions they held at the time of the child’s birth. But the first steps of the steppe wolf did not suggest the wealth of the clan and its future greatness - after school, he went to the 46th vocational school in Orenburg to become an installer of electronic equipment and instruments. The transformations in the country unleashed the hidden talents of Alexander Borisovich, who under other circumstances would probably have worked all his life in some research institute and earned extra money by selling spare parts for radio amateurs. But already in 1992, that is, obviously before graduating from college, he put this simple business on an industrial basis, organizing the KomInKom company with friends: “We bought equipment that, basically written off from the factory: televisions, double-cassette tape recorders, brought them to perfection and then took care of their maintenance,” he said about this period of his life. A quick-witted reader will easily understand what the delicate formulation “in principle, they copied” means.

In 1994, Kogan headed his miracle company and remained in this post until 2003. During this time, KomInKom significantly expanded the scope of its activities, and its director and main co-owner became one of the richest people in the region. Already in 1996, 27-year-old Kogan was named “Person of the Year of the City of Orenburg” - no matter the year, so is the person. Kogan generally loves small awards - either he is “Excellent in Education”, or “Honorary Patron of the Arts”, or someone else. In all biographies it is written that “Alexander Borisovich is a master of sports in freestyle wrestling” - however, there is no information about his sports career. But some officials like to collect not only awards and degrees, but also sports titles - for example, Kogan’s party member, a former fiery democratic lawyer Andrey Makarov made chess players all over Russia laugh, making himself the title of international master. However, let’s not be picky - Kogan looks much more athletic than Makarov...

In principle, the deputy

Alexander Borisovich has been involved in political activities since 1998 - he became a deputy first in the regional and then in the city parliaments. A common practice for those gop times: to protect business, entrepreneurs tried to be closer to the authorities. This did not guarantee protection from bandits in black Adidas, but at least it helped control the bandits in blue shirts. A man with exactly the same name and appearance at one time - when he was already sitting on the board of directors - was Alexander Kogan's first deputy in the Ministry of Ecology near Moscow, but for some reason this honorable fact is not displayed anywhere in Mishchenko's biographies. And the marketing department of the “Cascade family” is run by a young and pretty Ekaterina Kogan. Coincidence?

As for the wife of Alexander Borisovich, then Marina Ivanovna once worked at the notorious “ComInCom”; judging by the register of court cases, until recently she was an active individual entrepreneur registered in the Orenburg region. Now her activity is manifested, surprisingly, in Moscow, however, New - she is the founder of the NP for managing the territory of the Akinshino cottage village. In Russian literature, the surname “Kogan” is associated primarily with heroic death: the fictitious Joseph Kogan, killed by a Makhnovist from Bagritsky’s immortal “Duma about Opanas,” and the young poet Pavel Kogan, who died in reconnaissance during the Great Patriotic War, author of the well-known lines “I have not loved since childhood an oval, I’ve been drawing an angle since childhood!”

Alexander Kogan chose a different path - he preferred an oval, rich life to heroic death. But all the nature he touches dies.
